Making sure your taxi is legal

An unlicensed taxi is operating illegally and without having gone through the checks on drivers and vehicles that licensing authorities enforce. So, do not use a cab if

  • the driver appears to be under the influence of alcohol
  • the driver does not seem to know the local area
  • the vehicle seems to be too old for use as a cab
  • the vehicle is in a state of disrepair

Checking if your driver is licensed

In order to grant a taxi or PHV driver licence, licensing authorities must satisfy themselves that an applicant is a fit and proper person to hold such a licence. Local authorities decide what elements to include in assessing whether applicants are fit and proper, but the assessment would normally involve:

  • a fully enhansed criminal record check;
  • a topographical knowledge test;
  • a medical check; and
  • a special driving test (the Driving Standards Agency has devised a special taxi/PHV driving test).

Taxi and PHV drivers are required to wear a badge showing their licence number.

Booking a taxi

Taxis can be hailed in the street or approached at ranks; the hiring can be arranged directly with the driver. Private hire vehicles (PHVs, commonly known as minicabs) must always be booked through a licensed operator.

When arranging a journey using a licensed private hire vehicle, it is advisable to arrange a fare with the operator at the time of booking.

It is also a good idea to make a note of the number plate and driver's licence number and text them to someone as an extra precaution. If you have a camera phone then you could also take a picture of the vehicle.
